Seems the Americans have reassured Generalissimo Buhler that there is no way he can go too far in supporting Pristina and abusing the northern Serbs. His soldiers – mostly Americans and Germans plus French – are increasingly acting to seal off all the boundary crossing roads between Serbia and Kosovo. They are routinely denying entry to any commercial goods. NATO is apparently leaking documents suggesting that some northern Serb political leaders are criminals. Buhler himself continues to talk about criminals controlling the north and forcing the people there to resist rule from Pristina. The man is either oblivious to reality or cynically ignoring it to carry out the “muscular” strategy the US has apparently imposed on KFOR, the EU and the silent UNMIK.
Buhler is now suggesting that NATO's illegal commercial blockade of northern Serbia will continue until “negotiations” show results. NATO will continue to choke off the north until Belgrade surrenders to Pristina's demands on customs. He also intends to negotiate – with whatever Serbs he can find – “cadastral and administrative boundaries in the north.” I am not even sure what that means as there already are such boundaries in the north, the same used under UNMIK. Maybe a German General experiences a slight frisson at being able to occupy northern Kosovo again?
Buhler and NATO's behavior in the north is so far out of the bounds of their UN mandate that they must be under the direct command of the US embassy in Pristina and the EUR Bureau of the State Department. The Deputy Assistant Secretary of State for the European Bureau (EUR) told the press in Pristina that Kosovo has the right to rule the north. “Kosovo is an independent and sovereign state which has the right to extend its rule over the entire territory. This is about the rule of law, and that is the key, fundamental concept not only here, but in the whole Europe.” (One wonders if the US would support this “fundamental right” for Abkhazia and South Ossetia?) No wonder that Belgrade is claiming that the US and Pristina government synchronized actions in beginning this new effort to change facts on the ground in the north through use of force. The US diplomats are probably congratulating themselves for showing those weak-wristed Europeans how a real power gets things done.
The US clearly expects the “smart” use of force – not directly against the local population but to isolate and harass them – plus the EU pressure on Belgrade to finally accomplish conquest of the north. It is by now clear that the EU will not give Serbia a date for candidacy – and if the US has its way, not candidacy itself – until Tadić gives up the north to Pristina. (The Quint can wait a bit longer for recognition.) If Belgrade does not agree to terms on customs that Pristina can accept at the September 2 session of the talks, the pressure will continue. Perhaps the US has other surprises up its sleeves such as arrests or allowing other provocations by the Albanians or KFOR itself. (The Americans are so smart as to be working with Pacolli now to buy a few African recognitions to suggest a “trend.”)
But the Americans should be careful about patting themselves on the back too soon. Have they and the NATO command thought through all the scenarios? Maybe not or KFOR would be acting more cautiously and according to its UN peacekeeping mandate. Let me help by proposing some “what-ifs.”
What does NATO do if it arrests all the political leaders and the protests and roadblocks simply continue? What does it do if roadblocks are manned by women and children and men on hunger strike? What does NATO do if five or ten thousand Serbians march into the north to “liberate” it? What does the Quint and NATO do if Belgrade allows the boundary to become a border but the northerners refuse to accept? How long does NATO tie up its forces in the north enforcing Pristina's commercial blockade if Belgrade does not surrender? What does KFOR do if the Kosovo Albanians in the south cannot resist attacking the Serbs there? How does NATO react if its reckless, pro-Pristina behavior in the north goes so far as to prompt real violence?
From my experience serving the US government, and as an observant citizen, we Americans are not really very good about having good answers to these sorts of questions before jumping into the deep end. We always think we know better and can prevail by making it up as we go and playing it tough. But where are the Europeans and why do they support the Generalissimo?

ReplyDeleteFine, Serbs can go to court or get a clarification from the UN SEC. Or...tear down the Kumanovo Agreement.
Tell us, is it OK under 1244 or Kumanovo Agreement for Serb officials to come and ask Serbs to block highways? Or for Serbia to clearly finance dual structures? Answer that for us.
As for scenarios (or idea giving to Serbs) much of that was solved in 1999. Serbs are familiar with a third /third /third scenarios so: a third will go back to Krajina, a third will leave for Belgrade once crime is stopped and once their stolen apartment are taken from them, and a third will stay as law abiding citizens.
Serbia lost the war in 1999, that's the bottom line. Those criminals should get ready to pay reparations, not cause new trouble.

ReplyDeleteA view from outside but only fantasies. Most important is the position of Tadic & Co. in Belgrade. No one critical word or a verbal support for the Serbis in the North. The US-envoy was in Belgrade after his clear anti-Serbian declaration in Prishtina. Belgrades elite was kissing his shoes. Tadic has only one problem: what is the right moment to declare the complete capitulation. But it comes step by step-at least after the coming elections. This he will promise during Mrs. Merkels visit to Belgrade.
ReplyDeleteIn point of fact, under UNSCR 1244, both the current Pristina institutions and those in the north may be considered "parallel" to the internationally legal institutions of UNMIK. But the ones in the north recognize and work with UNMIK while the ones in the south do not. Additionally, 1244 reaffirms "the commitment of all Member States to the sovereignty and

Also, I am not sure how the northern Serbs preferring to remain part of Serbia causes "new trouble" to those in southern Kosovo wishing to have an independent state.
Lastly, beware American "can-doism" when it becomes US foreign policy; it doesn't always work out as planned.
Can-doism is all dependent on what and where.

Chase out a few criminals and MUP soldiers 12 years after beating Serbia? Totally doable without firing once. It's very easy too. US, through Germany, UK and others control Serbia 100% from EU membership, EU money to IMF funds. You F*uck with us, we'll destroy you. Russia has not given them a penny in ten years, not even a penny. Then there's the Kumanovo Agreement that stops Serbia from even moving anti-aircraft batteries within 25km of Kosovo...if they have any left. All these are known to Tadic & Co. If USA can bomb Libya (3 wars at once) it sure can tell Serbia with a straight face to not even dare try something after they surrendered. So war is out, especially considering how Serbia can get smaller, is surrounded by enemies and the Albania are organized now.
So war is out. The rest is easy, arrest the criminals, cut the funds from Belgrade, cut the smuggling of raw materials for "businesses" in North and there you go.

That pre-amble was tested, and Serbia chose the question. Maybe they should try it again in ICJ?
The ONLY sure thing is that Serbia is OUT of Kosovo business with 1244, unless KFOR allows them up to 1000 police. So any interference is not going to last for long. Now Serbia can only start another war, go to court again or ask UN SC for a new resolution or guidance. Cannot challenge KFOR otherwise.
I want to remind you that a few days after 7/25/2011 KFOR generals met with Serbian counterparts. Can you guess what they told them? Tell us, since you were a diplomat.
Sometimes it is good to know how a country is dealing with its own history. And so in Serbia this week: "A commemoration was held at a in Belgrade to honor the patriots whom the WW2 German occupation forces executed and hanged on August 17, 1941.

A little civil servant was sent and only a few people were attending. And this is what Tadic & Co. are thinking, what is their feeling for the own people. There is a proverb. the enemy is within the own country, some people are saying: the enemy is the own country. Not nice but the truth in Belgrade today.

And here the defense minister Sutanovic on B92:

“One of the important interlocutors is the U.S. The climate in Washington is slowly changing, there is a better understanding of the situation that Serbia is in and Priština does not have unreserved support anymore, especially not for violent actions. It is up to us now to show patience and determination to diplomatically solve problems,” Šutanovac told daily Večernje novosti.
Bogdanovic is close to the truth but Sutanovic is close to Tadic as his masters voice.
There is only the question: are the leading people knowing what they are saying at all?
I am an American who has lived in Kosovo for over 5 years now, in Mitrovica, and I have first hand knowledge of the situation there and have seen myself the politics being played out. I LOVE my country but hate my countries policies in regards to what was allowed to happen there, Right is right and wrong is wrong, and there is alot of wrong going on! I have many Albanian friends, and even more Serbian friends! From being FORCED to live in the south part of Mitrovica by my State Department, and working all day in the north Mitrovica, I have seen clearly what is truly taking place there, and it is a shame. The PEOPLE on both sides really just want to move on with their lives and find happiness again! As in alot of countries the governments representation of its people is last on their hidden agenda. This situation should have never even taken place. Corrupt governments and corrupt men have clearly demonstrated there greed for power and money in this country! GOD forgive us when such things are allowed to happen!!
ReplyDeleteI am the oldest foreign investor in the region and a little bit famoust. everything is a shame and scandal, what the US MATO and EU doing in this region. The real albanian, serb people and all (very few people) old investors, know this real things. US and EU politics the real scandal: now and 14 years ago.
